West Virginia licenses electricians through the State Fire Marshal, and the rules are unusually friendly to day one: an electrician’s assistant/helper needs no license — you just work under a journeyman or master (each may supervise up to three helpers on a job site). That means your first move is a job application, not a government form. Apply to both doors in parallel: IBEW locals 466, 596, and 141 run the union apprenticeships, IEC and ABC run merit-shop programs, and any licensed shop can simply hire you as a helper.

The exam-eligibility rule (103 CSR 5 §4.2) gives you three ways in, and the fastest is one year of experience as a helper under the direction of a master or journeyman electrician. Completing a US DOL-registered apprenticeship or an approved 1,080-hour vocational program qualifies you too — the union route takes longer but pays scale and stacks a national credential. Either way, the documentation is the asset: the Fire Marshal can require affidavits from the employers who supervised you.

Apply to the State Fire Marshal with a $25 application review fee at least 10 working days before your exam date. 2026 has 24 sittings across five cities — Charleston, Beckley, Clarksburg, Martinsburg, and Wellsburg — so you are never far or long from a test date. The exam is 50 multiple-choice questions worth two points each, drawn from the 2023 NEC, open to anyone 18+, and 70% passes. Pass, pay the $50 license fee, and you hold a journeyman card valid everywhere in West Virginia — no city or county can require a separate one.

Two years of experience as a journeyman qualifies you for the master exam — the license that designs systems and supervises crews. And geography is West Virginia’s quiet advantage: from the eastern panhandle, Northern Virginia’s Data Center Alley is a commute, not a move.
